Which Cosmetic Products Require a BPOM Distribution License?

Any product used to clean, care for, enhance appearance, or protect external parts of the human body is considered a cosmetic and must be registered.

  • Skin Care products include facial and body soaps, moisturisers, toners, and serums, day and night creams, masks (sheet, clay, etc.), sunscreen, and anti-ageing and acne treatments.
  • Hair Care products include shampoo and conditioner, hair tonic and serum, hair dye, pomade and gel, hair spray and mousse, and hair masks.
  • Makeup: foundation & BB/CC creams; face powder (compact/loose); lipstick & lip balm; eyeshadow, eyeliner, mascara; blush & contour; setting spray.
  • Body Care: body lotion; body butter & scrub; deodorant; perfume & body mist; exfoliating products.
  • Nail Care: nail polish, remover, cuticle & nail strengtheners.

Note: Raw materials for large-scale production must also meet safety standards and may require reporting/registration.

Who Can Apply for a BPOM Distribution License?

Local or foreign companies that import and/or sell cosmetics in Indonesia must register their products. Each variant is registered separately (e.g., a foundation with four shades requires four registrations).

What Common Issues Arise—and How Do You Avoid Them?

Imported products need a government-issued GMP from the country of origin, and product names/claims must accurately reflect the formula.

  • GMP for Imports: BPOM accepts only GMP certificates issued by a government authority in the country of origin.
  • Non-Misleading Names/Claims: Don’t use “honey” without honey in the formula, or “brightening” without ingredients that genuinely provide a brightening effect.

How Does the BPOM Registration Process for Cosmetics Work?

It spans document prep, online submission via Notifkos, BPOM evaluation, inspection, and issuance of the cosmetic notification (izin edar).

  1. Document Preparation
    • NIB (active/valid).
    • Product info: name, composition, claimed benefits, directions, marketing claims, packaging type, netto.
    • Product formula: complete list of active & inactive ingredients.
    • Lab tests (if required): microbiological, physicochemical, hazardous substances, SPF, etc.
    • Label design: product name; manufacturer/distributor name & address; full ingredients; usage; expiry; notification number + 2D barcode (once issued).
    • Production docs (if you manufacture): proof of CPKB compliance.
  2. Online Registration via Notifkos
    • Log in, complete forms, upload documents, and pay the fee.
  3. BPOM Document Evaluation
    • Address any deficiencies or requests for clarification.
  4. Inspection
    • BPOM may inspect facilities for safety standards and CPKB compliance.
  5. Issuance of Cosmetic Notification
    • Once approved, BPOM issues the notification (legal distribution license).
    • Notes: For imports, begin importing within 6 months of issuance; the license is valid for 3 years and is renewable.
