Indonesia has issued Permendag 19/2025, replacing Permendag 8/2024 and taking effect in August 2025. The rule standardises imports of salt and fishery commodities with pre-entry approvals and technical verification, tailored treatment for special zones and KITE, plus firm reporting and transition rules.
Starting August 2025, covered salt and fishery items must follow a new PI + LS regime that supersedes Permendag 8/2024.

Import Approval (PI) before entry and a Surveyor Report (LS) based on technical verification.
A Minister-appointed surveyor verifies shipments and issues an LS, which customs uses at the designated port to clear the goods.
Imports into KPBPB/KEK/TPB and under KITE are initially exempt from PI and LS—but full rules apply if/when the goods enter the Indonesian Customs Territory or the domestic market.
E-reporting of realisations/distribution and electronic LS upload are mandatory; missing PI/LS in customs docs means rejection and administrative sanctions.
Existing PIs remain valid until expiry; pending PI applications continue if they don’t conflict with Permendag 19/2025.
